In contrast to \"Phase One,\" which was produced by his young strategist Joshua Welton, \"Hit and Run Phase Two\" is a full-on Prince sound, produced in collaboration with The New Power Generation using soul\/funk techniques. Despite being a protest song, its lightheartedness, which eases the tension, contributes to the relaxed and liberating feel of the entire album, which is adorned with a traditional soul revue-like atmosphere. Friendly horns contribute throughout, and the relaxed and playful spirit symbolized by \"Stare,\" which incorporates phrases from \"Kiss\" and \"Sexy Dancer,\" is also nice.
